183/17_ALCOAST – Foundation for Coast Guard History (FCGH) Coast Guard Unit and Individual Awards Solicitation

The Foundation for Coast Guard History (FCGH) has announced the solicitation of nominations for its annual unit and individual awards program for 2016. Each year the FCGH recognizes both a large (major cutter, air station and sector) and small (patrol boat, station) Coast Guard unit for contributions in preserving the history of the service. The large unit winner receives $500 and the small unit $200, for their morale fund. In addition to unit awards, the FCGH recognizes individuals, who through their own efforts, have contributed to the furthering of Coast Guard history. Units and organizations are encouraged to nominate individuals they believe worthy of recognition.

181/17_ALCOAST – Senior Education and Fellowship Program Allocations (SEFP) AY2018

This message lists the anticipated AY18 Training Allowance Billet (TAB) allocations for military, senior service schools and think tanks, in support of Coast Guard advanced education requirements. Congress has not released Coast Guard appropriations for FY18. Accordingly, this message anticipates TAB allocations based on FORCECOM projections from previous Coast Guard allocations in FY16 and FY17. Anticipated AY18 TAB awards in this message remain subject to future modification by FORCECOM.

179/17_ALCOAST – 2017-2018 Coast Guard Foundation Enlisted Reserve Scholarships

The Coast Guard Foundation is awarding eight, $1,000 scholarships to enlisted Coast Guard reservists or their eligible dependents for the 2017-2018 academic year. Application packages and official transcripts must be received no later than 31 July 2017. Incomplete or late submissions will not be considered.

The CDR Jim Simpson Award recognizes a unit’s excellence in its entire public affairs program. A selection panel convened 08MAY17-24MAY17 to review 23 submissions for the CDR Jim Simpson Award. Congrats to all the winners! Winning packages may be viewed at:

177/17_ALCOAST – Solicitation for the 2017 Coast Guard Partnership in Education (PIE) Awards

The Coast Guard Partnership in Education Awards program recognizes innovative outreach activities of units in collaboration with local schools, colleges, businesses and community-based organizations. Each year, six awards are conferred as the U.S. Coast Guard commends the extraordinary volunteer service provided by military members and civilian personnel in communities Service-wide. The PIE awards will honor outstanding units and individuals who actively participate at the community level with other employers and schools to enhance educational and employment opportunities. All CG units with active and registered PIE programs, their associated unit coordinators, volunteer personnel, and supporting leadership cadre are eligible. Units and individuals competing for multiple awards must submit separate nomination packages for each category. Nominations will be submitted to COMDT (CG-00H) no later than 4 August 2017.

176/17_ALCOAST – Lesbian, Gay, Bisexual and Transgender (LGBT) Pride Month

During this month, the U.S. Coast Guard proudly extends special recognition to Lesbian, Gay, Bisexual and Transgender military members and civilians who strengthen our Service and our Nation through their dedicated service and lasting contributions to all aspects of our culture. As our Nation commemorates LGBT Pride Month, the Coast Guard continues its strong commitment to the tenet that all people must be treated with dignity and respect.

174/17_ALCOAST – Annual Release of Commandant’s Equal Opportunity and Anti-Discrimination/Anti-Harassment Policy Statements

The Commandant’s Direction states Duty to People is a central theme for the Coast Guard as we uphold values which advance a professional working environment today and cultivate the workforce of tomorrow. Admiral Paul F. Zukunft released both policy statements on May 17, 2017, reaffirming his commitment to the principle of equal opportunity and the Civil Rights vision of a discrimination-free workplace where every employee within the Coast Guard has the opportunity to reach his or her full potential.

173/17_ALCOAST – LATINA Style 2017 Distinguished Military Service Award

This ALCOAST solicits submissions for the LATINA Style 2017 Distinguished Military Service Award. The award recognizes women in the military and the Federal workforce who through their service have enhanced the role of Latinas in the U.S. Coast Guard. The LATINA Style Distinguished Military Service Award is open to CG active duty, full time reserve and civilian personnel. The performance period for award consideration is Aug 2016 to July 2017. All award winners will be recognized during the 14th Annual National LATINA Symposium on 15 September 2017, in Arlington, VA.

061/17_ACN – Transgender Policy – Medical Updates

As per REF (A), transgender military members are allowed to serve in the Coast Guard and their health and well-being is our utmost concern. This ALCOAST provides medical updates to REF (B). In order to ensure transgender members receive consistent medical care, all Coast Guard transgender members must be evaluated by a military Medical Multidisciplinary Team (MMDT). Coast Guard military medical providers shall collaborate with a military MMDT to ensure efficacy in diagnosis of gender dysphoria and validation when the Coast Guard transgender military member is stable in gender. At this time, the Coast Guard will utilize the Navy Transgender Care Teams located at Naval Medical Center San Diego and Naval Medical Center Portsmouth.
